Sophie is the Head of the Sport Division of the Council of Europe (international organisation based in France) responsible for the Enlarged Partial Agreement on Sport (EPAS) and the promotion and implementation of ground-breaking legal instruments upholding the integrity and values of sport. Combating doping and the manipulation of sport competitions, and promoting an integrated safety, security and service approach at sports events are the key aims of the three Council of Europe Sport Conventions. She is a graduate of the Strasbourg Law University and has been working for the Council of Europe for 25 years on a variety of topics ranging from data protection to prisons' reforms, or from the independence of the judiciary to nationality law.
Sophie est responsable de la Division Sport du Conseil de l'Europe (organisation internationale basée en France), qui comprend l'Accord Partiel Elargi sur le Sport (APES) et veille à la promotion et la mise en œuvre d'instruments juridiques avant-gardistes visant à protéger l'intégrité et les valeurs du sport. Lutter contre le dopage, contre la manipulation des compétitions sportives, et promouvoir une approche intégrée de la sûreté, de la sécurité et des services lors des manifestations sportives sont les objectifs clés des trois conventions Sport du Conseil de l'Europe. Elle est diplômée en droit de la Faculté de Strasbourg et travaille au Conseil de l'Europe depuis près de vingt-cinq ans, ayant traité de sujets aussi divers et variés que la protection des données, les réformes pénitentiaires, l'indépendance des systèmes judiciaires ou bien encore le droit de la nationalité.

Arthur LE GALL is director at KEA and co-founder of the b.creative network, an international network of creative entrepreneurs. He holds a MA from Sciences Po Lille (FR) in European Affairs and obtained a BA in Politics & International Relations from Kent University (UK). His work focuses on the analysis and evaluation of culture and sport policies at European and local levels. He is also managing the development of several European projects in the field of culture, creative industries and sport (ERASMUS+, Creative Europe, Horizon 2020, COSME).
He is the main coordinator of the SHARE initiative since 2017, which analyses the contribution of sport to local and regional development and improve access to structural funds for the sport sector. He participated, amongst other projects, to research assignments in the field of sports, including sport statistics: studies for DG EAC on traditional sports and games and on specificity of sports (2016), on the economic and legal aspects of transfers of players in Europe (2013), and on innovative sport practices (DG EAC, 2021).
He previously worked for the legal department of OFI AM (France), where he was specialised in alternative investments and is a guest lecturer at Cergy-Pontoise University, University of Lille (France) on European cultural projects for regions and cities, and at the Audencia business school on European sport policies.
